Can Fisheries and Biodiversity Policies Align? A French Mediterranean Case Study

This case study explores whether fisheries policy in France, specifically in the Mediterranean region (PACA), can align with EU biodiversity goals under the European Green Deal. It examines how France implements the EU Common Fisheries Policy (CFP), which prioritizes sustainable fish stocks but has yet to fully integrate environmental objectives.

Key findings highlight the strong centralisation of fisheries governance in France, with quotas and fishing rules set at the national level. Regional bodies and stakeholders also play a role, but biodiversity concerns are only partially considered in quota allocation and fisheries management.

Measures such as seasonal bans on bottom trawling and restricted fishing areas show progress toward protecting sensitive habitats and species. However, the study raises questions about whether current CFP tools are sufficient to deliver healthy marine ecosystems in line with EU biodiversity commitments.
