This report presents a comparative case study of two French Mediterranean regions—Provence-Alpes-Côte d’Azur and Corsica—to explore how differences in planning timelines, local governance priorities, and stakeholder engagement shape the implementation of key EU directives: the Marine Strategy Framework Directive (MSFD), Water Framework Directive (WFD), and Maritime Spatial Planning Directive (MSPD).
Although both regions fall under the same Mediterranean Façade Strategic Document, their approaches to land and sea management diverge significantly—highlighting the challenges and opportunities for aligning environmental objectives across institutional, geographic, and political boundaries. The findings offer key insights into the factors that facilitate or hinder effective marine protection at the land-sea interface.
